EvaPhone.com is a free voip calling service where you can make totally-free international calls to over 40 countries. EvaPhone.com is very easy to use, registration is not required and there are no VOIP softphones to download to make free calls. Just go to EvaPhone.com, select the country, type the number and make free calls. However, EvaPhone.com offers these free calls in lieu of advertisements. Each time you make a call, EvaPhone.com plays about 10-15 secs ad before your call begins. The duration of calls are of course limited and number of calls are limited on a per IP-address system.

If you want to make free calls to United states or free calls to UK, EvaPhone.com is one of the good options to use.

Unfortunately, there are no free calls to the Philippines.
